Rubber flat roof, Royal Oak: two roofers rolling out black EPDM membrane on the low-slope roof of a detached garage

Flat and low-slope garage roofs: rubber vs. other options

Plenty of Royal Oak garages, porches and rear additions have roofs too flat for shingles. Rubber is the name most people know, but it isn't the only option. How the low-slope systems compare, and what a flat roof replacement costs.

  • EPDM, TPO and modified bitumen
  • Published costs per square foot
  • Slope rules for shingles

The short answer

Michigan's residential code doesn't allow asphalt shingles below a 2 in 12 slope, so flatter garage roofs need a membrane: EPDM rubber, TPO, modified bitumen or built-up roofing. Angi publishes flat roof replacement at about $4 to $13 per square foot depending on material, and $1,600 to $5,200 on its Detroit page. InterNACHI gives EPDM 15 to 25 years and modified bitumen about 20. The right choice depends on the pitch, the deck and the roofer's experience with that system.

When a garage roof is too flat for shingles

Asphalt shingles need a slope of at least 2 in 12 (2 inches of rise for every 12 inches across) under Michigan Residential Code R905.2.2, and low-pitch shingle roofs between 2 and 4 in 12 need extra underlayment protection. Below 2 in 12, shingles aren't allowed, and a low-slope membrane is the answer.

Membranes aren't for dead-flat roofs either. The International Residential Code, the model for Michigan's code, calls for single-ply membranes such as EPDM and TPO to have a design slope of at least 1/4 inch per foot for drainage. A garage roof that ponds water after rain may need tapered insulation or a reframed deck, so ask the roofer how water will drain.

The low-slope options

EPDM (rubber roofing)

EPDM is a synthetic rubber sheet, usually black, laid in large pieces with few seams and glued or mechanically fastened. It's what most people mean by a "rubber roof." It handles cold well and repairs are straightforward, but seams and flashings need to be done properly. InterNACHI gives it 15 to 25 years.

TPO

TPO is a thermoplastic single-ply membrane, usually white, whose seams are heat-welded rather than glued. A white roof reflects summer heat, which matters more over a heated room than an unheated garage. Ask how long the roofer has installed the brand they're quoting.

Modified bitumen

Modified bitumen comes in rolls of asphalt reinforced with polyester or fiberglass, often with a granule surface that looks like a shingle roof. It's laid in layers, torched or self-adhered. InterNACHI gives it about 20 years. Self-adhered versions avoid an open flame next to an old wooden garage.

Built-up roofing

Built-up roofing ("tar and gravel") is layers of felt and hot asphalt topped with gravel. InterNACHI gives it about 30 years. It's heavy and is mostly found on older buildings; on a garage it's usually being replaced with one of the systems above.

Prices as published, checked October 12, 2026. Angi's national page was updated July 8, 2026 and its Detroit page August 1, 2026; the Detroit page lists slightly different per-foot figures (EPDM $7.50 to $13, TPO $6.50 to $11.50). National figures are for comparison; no Royal Oak roofer we found publishes flat roof prices.

As with shingle roofs, a small garage costs more per square foot than a big roof, because setup, haul-away and any permit don't shrink with the size. Ask for the garage as its own line item if the house is being done too.

Rubber roof vs. the others: which suits your garage

  • Detached, unheated garage, very low slope: EPDM or TPO are the usual choices; ask about seams and how the edges and gutter are detailed
  • Low slope you'd like to look like shingles: granule-surfaced modified bitumen
  • Between 2 and 4 in 12: shingles may be allowed with extra underlayment; ask for both a shingle and a membrane price
  • Old roof with several layers or soft decking: expect a tear-off and new decking whatever goes on top

An unconditioned detached garage is exempt from the ice-barrier requirement that applies to houses (R905.1.2), so the assembly can differ from the house roof. The garage roof replacement page covers the rest of what to ask.

Repairs and upkeep

HomeAdvisor's national average for repairing a flat, foam or single-ply roof is $400, though it says costs vary widely. Keep the roof clear of leaves and branches so it drains, and don't let snow loads or ice sit in a sagging spot. Ponding, blistering, open seams and soft spots underfoot are reasons to have it looked at.

If a porch or rear addition on the house has a low-slope roof, the same options apply. See roof repair for a leak there.

Questions about rubber and flat garage roofs

How much does a rubber roof cost on a garage?

Angi publishes EPDM rubber roofing at $5 to $13 per square foot nationally, and $7.50 to $13 on its Detroit page, plus about $1 to $5 per square foot to remove the old roof. Small roofs cost more per foot because setup and disposal don't shrink with size.

How long does a rubber roof last?

InterNACHI's life expectancy chart gives EPDM rubber 15 to 25 years, modified bitumen about 20 and built-up roofing about 30, with normal maintenance.

Can I put shingles on a low-pitch garage roof?

Only at 2 in 12 or steeper under Michigan Residential Code R905.2.2, and roofs between 2 and 4 in 12 need extra underlayment. Flatter roofs need a membrane such as EPDM, TPO or modified bitumen.

Is TPO better than EPDM?

Neither is better everywhere. TPO's welded seams and white surface suit roofs over heated rooms; EPDM is widely used on garages and simple to repair. The roofer's experience with the system matters as much as the material.

Does a flat garage roof need a permit in Royal Oak?

Likely, as with any re-roof under the state code's permit rules. Royal Oak doesn't publish a specific re-roof rule, so confirm with the city's Building Division at 248-246-3210.
