The city's "Roofing Guidelines for Residential Properties" sets out when you need a permit and what the job has to include:
- Small repairs: minor repairs and routine maintenance in an area no bigger than 10 feet by 10 feet can be done without a permit in any 12-month period. "Any work in excess of this requires a permit."
- When the old roof must come off: if it's water-soaked or deteriorated, if it's wood shake, clay, cement or asbestos-cement tile, or if it already has two or more layers. Then all layers need to be removed.
- Roofing over: a pre-inspection is required to check the current shingles are in good condition, and "Only a total of two layers of shingles are allowed."
- Ice and water shield: "required on all roofs when the old layer of roofing is completely stripped", though not for garage roofs.
- Underlayment: the guideline calls for 15-pound felt on all roofs, and two layers of it below a 4:12 pitch.
- Low slopes: tab-type shingles aren't allowed below a 2:12 pitch, and roll roofing isn't allowed below 1:12.
Inspections and who can do the work
On a tear-off, the ice and water shield and felt have to be inspected before the shingles go on, then there's a final inspection when the job is done. The city schedules inspections for the following business day through the Building Division on (248) 691-7450, Monday to Thursday. City offices are closed on Fridays but inspections still happen; for a Friday inspection, call by 5 p.m. on Thursday.
If an estimate lists a synthetic underlayment rather than felt, ask the roofer to confirm with the Building Division that it meets the guideline, since the guideline is written around felt paper.
The permit application has to be notarized. A contractor doing the job "must be licensed and registered with the Building Department"; the city's 2026–27 fee schedule lists maintenance and alteration contractor registration at $20. A homeowner can do their own roof, and "you are allowed to have family and friends help", but "you cannot hire an unlicensed contractor to do the work."
Permit fees
The fee schedule effective July 1, 2026 lists a $50 base fee for building permits and valuation bands of $60 for work up to $4,000, $100 up to $8,000 and $150 up to $12,000, then $10 for each further $1,000. It doesn't say how the base fee and the valuation fee combine, so ask the Building Division for the total on your job.
Landlords have one more reason to keep the roof in shape. Oak Park's rental registration is $80 for a two-year cycle, with a $150 single-family inspection every two years or at a change of tenancy. The inspection checklist says "Exterior surfaces must be sealed against the weather".
