• The application: it needs a written scope of work and "A manufacturer's specification sheet for the shingles".
• Nailing and edges: "Fasten with 4 nails per strip shingle and 6 nails in high wind areas." The handout also says "Drip edge is required around entire perimeter of roof."
• Old vents and roof jacks: "These must be replaced if they are in poor condition, badly rusted or otherwise deteriorated."
• Heavier roofing: "An engineered analysis of the roof structure is required if the roofing material type exceeds 7.5 pounds per square foot." That matters if you're weighing tile or another heavy material, and "A mid roof inspection may be required."

Permits and inspections on a Troy re-roof

On inspections, the handout says "the permit holder must call for an open roof inspection and a final roof inspection. Please consult the Building Department when you receive your permit." Its checklist then sets out two sequences, depending on the job:

Troy's city code (Chapter 88, section 9.5(h), "Construction Noises") bars building work "other than between the hours of 7:00 a.m. and 8:00 p.m. on Mondays through Saturdays, unless a permit be first obtained from the Building Department for building work or from the Engineering Department for street work." The city's Code Enforcement pages list all of Sunday among the prohibited times, and a violation is a civil infraction with a fine of up to $500.

Troy doesn't publish a dumpster rule of its own. Its Engineering Department says a right-of-way permit is needed "Anytime work is being performed in the right-of-way; whether it's maintenance work or new construction", so if the roll-off can't go on your driveway, ask Engineering before it lands on the street or sidewalk.

The Master Plan notes that "Most residential streets in Troy are classified as local roads, and are often located in subdivisions." Where a subdivision has an association, the re-roofing handout says: "If your neighborhood has a Homeowners Association, we advise you contact them prior to making any changes to your roof covering materials."
